Virginia Beach residents speak out against boat tax, library staffing cuts at budget hearing

VIRGINIA BEACH — Dozens of city waste management personnel, boat enthusiasts and library supporters showed up en masse Wednesday for the first of two city public budget hearings.

Roughly 200 people attended the event at the convention center to give and hear feedback on the city manager’s $2.8 billion budget proposal for the coming fiscal year.
