February,evenwithoutfactoringinanypotentialraintoday(2/27),willcomein3inchesaboveaverage.Richmondhastotaled5.43″ofprecipitation.
Whilerivershavedroppedbelowfloodstagetheyarerunningwellaboveaverage,andlikelywillforthenextfewweeks.Reservoirsarefilloroverflowingandthere’splentyofsoilmoisture.
