In Virginia, crews work to make neighborhood streets ‘passable’ instead of clear

Some Northern Virginian residents have expressed frustration that residential streets in their neighborhoods are icy or still covered with snow. The state’s Department of Transportation , however, says those streets just have to be considered “passable” by their standards.
