RICHMOND — In a Virginia election year, it might seem as though the Trump administration’s efforts to slash the federal workforce and gut federal spending would create stiff headwinds for the president’s fellow Republicans who are running for governor. After all, Virginia’s government-dependent economy has the potential to be more disrupted than that of almost any other state and those targeted civil servants are crucial suburban voters.
